The minimum wage is, for an employer planning wage costs for the following year, a figure needed before the ministry announces it. Act 663/2007 Coll. on the minimum wage makes that possible: for the case where the representatives of employers and the representatives of employees fail to agree, it carries a formula with precisely named inputs, and it derives the hourly amount from the monthly one by a fixed share.
This text breaks both calculations into their components and checks them against the announced amounts for 2025 and 2026. It does not comment on the level of the minimum wage, does not estimate the amount for 2027, and does not replace any employer’s own payroll records.
What § 8 of Act 663/2007 Coll. says
The provision applies only in the alternative. Where no agreement under § 7 has been reached, the monthly minimum wage for the next calendar year is 60 % of the average nominal monthly wage in the economy of the Slovak Republic published by the Statistical Office for the calendar year two years before the year for which it is set, rounded up to whole euros (primary source Slov-lex, text in force from 1. 1. 2025).
The formula therefore has three elements and each of them is named: the coefficient of 60 %, the quantity in the numerator — the average nominal monthly wage per the Statistical Office of the Slovak Republic — and the two-year lag of the input. Nothing in the denominator is implicit: the percentage is taken from one published quantity, not from an average of several.
Beside it stands § 8a(3), which introduces an indicative reference value of 50 % of the average nominal monthly wage for the relevant calendar year. That value does not enter the calculation of the amount. It serves the periodic adequacy assessment under § 8a(1), which the ministry carries out at least once every four years, and it uses the wage for the current year rather than the one two years earlier.
How the hourly minimum wage is derived from the monthly amount
The second calculation is simpler and verifiable to the last decimal place. Under § 2(2), the minimum wage for each hour worked is 1/174 of the monthly minimum wage and is rounded to three decimal places. Under § 2(4) that amount applies where the stipulated weekly working time is 40 hours; where it is shorter, the hourly amount rises proportionally.
Announcement 245/2025 Coll. of the Ministry of Labour, Social Affairs and Family states for 2026 an amount of 915 euros a month and 5,259 euros an hour (primary source Slov-lex, announcement 245/2025 Coll.). The quotient 915 ÷ 174 gives 5,25862…, which rounded to three decimal places is exactly 5,259. Announcement 263/2024 Coll. states for 2025 an amount of 816 euros and 4,690 euros; the quotient 816 ÷ 174 gives 4,68965…, that is 4,690 (primary source Slov-lex, announcement 263/2024 Coll.).
Six degrees of work difficulty and a constant step
The minimum wage claims are derived from the minimum wage by the same share. The National Labour Inspectorate states six monthly amounts for 2026 — 915, 1 031, 1 147, 1 263, 1 379 and 1 495 euros — and six hourly ones: 5,259, 5,925, 6,592, 7,259, 7,925 and 8,592 euros at a 40-hour week (primary source National Labour Inspectorate, amounts per announcement 244/2025 Coll.).

The step between degrees is constant: 116 euros a month at each of the five transitions, that is 580 euros between the first and the sixth degree. In hourly terms that step corresponds to the quotient 116 ÷ 174, that is 0,66667, which shows up in the announced hourly amounts as a difference of 0,666 to 0,667 euros between adjacent degrees.
What the announced amounts imply about the input to the formula
The formula can be inverted, but only on one assumption. If § 8 produced the amount, then for an announced amount M and a whole-euro average wage X it holds that M = 0,60 × X rounded up. For 2026 that narrows X to two values, and for 2025 likewise to two.
For 2026 those are 1 524 or 1 525 euros, because 0,60 × 1 523 gives 913,8 and rounds to 914, while 0,60 × 1 526 gives 915,6 and rounds to 916. For 2025 the same procedure yields 1 359 or 1 360 euros.
The assumption cannot be verified from the announcements. Neither of them states whether the amount was set by agreement under § 7 or by the Act under § 8: both refer exclusively to § 9(1), that is to the duty to announce the amount in the Collection of Laws. If an agreement set the amount, inverting the formula says nothing about the average wage. The average nominal monthly wage for 2024 and 2025 is not given as a figure in this material, because the pages of the Statistical Office of the Slovak Republic were not reachable at the time of verification.
The calendar that decides the amount for 2027
The deadlines are set by § 7 of the Act and all of them fall before the announcement. Negotiations on the amount for the following calendar year run from 1 April at the latest. If the representatives of employers and the representatives of employees agree by 15 July, the amount is set by their agreement and they submit it to the ministry by 31 July (primary source Slov-lex, § 7 of Act 663/2007 Coll.).
If they do not agree by 15 July, the amount is discussed by the Economic and Social Council of the Slovak Republic by 31 August; if they agree there, that agreement applies. Only where no agreement arises there either does the formula under § 8 apply. The amount is finally announced in the Collection of Laws under § 9(1), and an agreed amount is set in whole euros under § 7(4).
